Baby dumping - who is at fault?

I see this short video clip playing in the bus while I go to work. It starts off showing a girl dumping a baby. This is presumably an actress dumping a doll. But what comes next is not acted scenes. The video clip captures the public in various locations walking, doing their thing and stopping when they hear babies crying. I am not sure if it is a real baby or just a doll in a blanket with a crying sound coming from the blanket. The video then goes on to show this happening in various locations. It then shows the statistics of the percentage of people who actually went to look for the source of the sound (the baby),  how many picked the baby up and how many people just ignored the sound and left. The video then urges the public to be more caring.

I don't understand why the public is blamed for not being caring when someone else obviously wasn't caring in the first place to have dumped the baby. I get it that we are Asians and conservative, but if you are going to play a video on baby dumping, then focus on the issue, not point fingers and blame. Suggest contraceptives. Tell the public where they can get condoms and the pills.

If you cannot stop people from having premarital sex, then stop them from having babies out of wedlock and dumping these babies. It is such a ridiculous video clip!
